Key Expert Vacancies:

1: Team Leader / Economist

Requirements:

  • Total work experience – 15 years, including specialized experience in economic and financial evaluation of irrigation projects

  • Relevant experience of participation in similar international projects financed by IFIs

  • Fluency in Russian or Kyrgyz, knowledge of English is desirable

  • Having certificates (CFA, CIPA, CPA, etc.) is an advantage

Key tasks:

  • Project management

  • Leading the project team on all tasks described in the Technical Assignment, including all related deliverables

  • Preparing project management reports

Volume of work: 8 man-months

2: Senior Economist Analyst

Requirements :

  • Higher education in financial management, accounting, financial analysis, economics

  • Total work experience – 10 years, including experience in economic and financial evaluation of irrigation projects

  • Experience in similar international projects financed by IFIs is an advantage

  • Fluency in Russian or Kyrgyz, knowledge of English is desirable

Key tasks:

  • Development and application of financial models to analyze the impact of tariff changes

  • Proposal of adjustment mechanisms taking into account inflation, changes in demand and other economic factors

Volume of work : 6 man-months

3: Regulatory Expert

Requirements:

  • Higher legal education, total experience – 10 years

  • Extensive experience in the irrigation sector, knowledge of legal and political realities to conduct high-level dialogue in the Kyrgyz Republic

  • Experience in international projects with IFIs is an advantage

Key tasks:

  • Analysis of the regulatory framework for tariff reform (task 3.1.1), institutional support

Volume of work: 6 man-months

Non-key expert vacancies:

4: Coordinator / Expert for SVR support on tariff regulation issues

Requirements :

  • Higher education in the field of hydraulic engineering, high technical qualifications

  • Minimum 10 years of experience in operation and maintenance of irrigation networks

  • Fluency in Russian or Kyrgyz, knowledge of English is an advantage

Key tasks:

  • Analysis of existing tariff structures and regulatory framework in the field of water resources

  • Comparison with international practices

Volume of work: 24 man-months

5: Irrigation Engineer (Operation and Maintenance)

Requirements:

  • Higher education in hydraulic engineering

  • Minimum 10 years of experience in operation and maintenance of irrigation networks

  • Fluency in Russian or Kyrgyz, knowledge of English is an advantage

Key tasks:

  • Validation of the tariff reform policy

  • Analysis of the current situation in the sector

Volume of work : 24 man-months

6: Tariff Policy Development Expert

Requirements:

  • Higher education in economics, law or related fields

  • Minimum 5 years of experience, including specialized experience in irrigation investment projects

  • Deep knowledge of tariff development methodology and budget legislation

  • Fluent in Russian and Kyrgyz languages

Key tasks:

  • Policy Analysis

  • Benchmarking to compare local and international standards

  • Conducting public consultations and developing user-friendly guides

Volume of work : 24 man-months

 

7: Expert on the implementation of tariff reform (southern regions)

Requirements:

  • Higher education in economics, law or related disciplines

  • Minimum 5 years of experience, including participation in investment projects in the irrigation sector

  • Experience in implementing tariff reforms and social support mechanisms

  • Knowledge of budget legislation

  • Fluent in Russian and Kyrgyz languages

Key tasks:

  • Initial support for working groups

  • Further participation based on incoming requests from working groups or within parallel sub-projects

Volume of work : 24 man-months

8: Expert on the implementation of tariff reform (northern regions)

Requirements:

  • Higher education in economics, law or related disciplines

  • Minimum 5 years of experience, including participation in investment projects in the irrigation sector

  • Experience in implementing tariff reforms and social support mechanisms

  • Knowledge of budget legislation

  • Fluent in Russian and Kyrgyz languages

Key tasks:

  • Initial support for working groups

  • Further participation based on incoming requests from working groups or within parallel sub-projects

Volume of work: 24 man-months

9: Social Issues and Communications Expert

Requirements:

  • Higher education in social sciences

  • 5 years of relevant experience in solving social issues, interacting with stakeholders and information campaigns within the framework of complex infrastructure projects

Key tasks:

  • Information campaign in support of tariff reform

  • Interaction with irrigation engineers

Volume of work: 24 man-months

10: WRS Capacity Building Support Expert

Requirements:

  • Higher education in the field of land reclamation and management

  • 5 years of experience in IFI projects as an expert in sustainable community development

Key tasks:

  • Assessing the current level of training and training needs

  • Development of programs, organization and holding of seminars and practical classes

  • WRS technical consulting on the implementation of best practices in water resources management and irrigation systems

Volume of work: 24 man-months

11: Legal Expert

Requirements:

  • Legal education, minimum 5 years of professional experience

  • Experience in developing PPP contracts, regulations and operational guidelines in the irrigation sector or other infrastructure regulation is preferred

Key tasks:

  • Preparation of contracts, regulations and operational documentation

  • Development of recommendations for revision and amendment of current legislation

Volume of work: 24 man-months

12: Investment Development Specialist
Requirements:

  • Relevant higher education

  • Specialized experience in preparing proposals for investment projects financed by international financial institutions (IFIs)

Key tasks:

  • Analysis of investment needs of the sector and development of an investment plan for the sector in accordance with the tariff methodology, including potential projects for financing with the support of IFIs

  • Development and detailed preparation of technical documentation for projects financed by the EBRD

Volume of work: 6 man-months
