Background
The Critical Ecosystem Partnership Fund (CEPF) supports civil society organizations in conserving biodiversity hotspots worldwide. In the Mountains of Central Asia Biodiversity Hotspot, CEPF supports initiatives that strengthen biodiversity conservation, promote sustainable natural resource management, and build the capacity of civil society organizations across Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
To support the implementation of this investment, CEPF establishes a Regional Implementation Team (RIT) responsible for facilitating outreach to civil society organizations, supporting the development and management of the grant portfolio, and promoting collaboration among conservation stakeholders across the hotspot.
Acted is preparing a proposal to host the RIT for the Mountains of Central Asia. Acted is an international non-governmental organization headquartered in Paris, France, with operations in more than 40 countries worldwide. Acted works with local communities and partners to respond to crises and support long-term resilience through promoting inclusive and sustainable development, strengthening effective governance, and investing in the capacities of civil society actors.
Acted has been present in Central Asia since the 1990s and has implemented programmes across a range of sectors including sustainable development, disaster risk reduction (DRR), climate change adaptation (CCA), and natural resource management (NRM). Through its work in the region, Acted has developed strong partnerships with civil society organizations, research institutions and local communities, supporting locally driven solutions for environmental sustainability and biodiversity conservation.
In anticipation of the programme, Acted is identifying qualified experts who could potentially join the Regional Implementation Team and support the implementation of CEPF activities at the national level.

Purpose of the Assignment
The National Coordinator will support the RIT in Kazakhstan to facilitate the implementation of the CEPF investment strategy in the Mountains of Central Asia Biodiversity Hotspot. The consultant will act as a national focal point for civil society organizations and stakeholders, supporting the development, implementation, and monitoring of CEPF-funded projects and contributing to the strengthening of local civil society capacity in biodiversity conservation.
The consultant will work closely with the RIT Team Leader and the Small Grants Manager to ensure effective outreach, coordination, and monitoring of CEPF-supported activities in the country.

Duties and Responsibilities
1. Stakeholder mapping and engagement
• Identify and maintain an updated list of Kazakhstan-based CSOs, research institutions, protected area authorities, and community groups active in biodiversity conservation and sustainable natural resource management.
• Maintain regular communication with key national stakeholders including environmental NGOs, universities, protected area administrations, and relevant government institutions (e.g., Ministry of Ecology and Natural Resources, forestry or protected area authorities).
• Support the RIT in identifying potential project implementers and partners working in CEPF priority landscapes in Kazakhstan.
• Facilitate introductions and coordination between CEPF grantees and relevant national stakeholders.
2. Outreach and support to potential applicants
• Disseminate information about CEPF priorities, eligibility criteria and calls for proposals through national networks, mailing lists, and targeted outreach to environmental NGOs and community groups.
• Identify promising project ideas and organizations that may be suitable CEPF applicants, particularly local NGOs and community-based organizations.
• Provide guidance to potential applicants on:
o CEPF strategic priorities and investment directions
o eligibility requirements
o preparation of Letters of Inquiry and project proposals
• Provide initial feedback to applicants to ensure project concepts align with CEPF priorities before submission.
• Support the organization of national information sessions or workshops for potential applicants where relevant.
3. Support to grant review processes
• Provide contextual information to the RIT regarding the capacity and credibility of Kazakhstan-based applicant organizations.
• Provide input to the RIT on the relevance of project proposals to national biodiversity priorities and CEPF strategic directions.
• Support identification of national technical experts who may participate in proposal review processes where needed.
4. Monitoring of CEPF-funded projects
• Conduct periodic field visits to project sites in Kazakhstan to verify implementation progress and identify implementation challenges.
• Maintain regular communication with Kazakhstan-based grantees to track implementation progress.
• Support grantees in understanding CEPF requirements related to:
o technical reporting
o financial reporting (as relevant)
o environmental and social safeguards
o gender considerations in project implementation
• Report any major implementation risks, delays or issues to the RIT Team Leader.
5. Data collection and documentation of results
• Support the RIT in collecting information related to project outputs and outcomes in Kazakhstan.
• Gather documentation of project results including:
o short project updates
o photographs from project sites
o short success stories or case studies
• Contribute to documenting lessons learned and examples of good practices from CEPF-supported projects.
6. Information sharing and coordination
• Provide periodic updates to the RIT on developments related to biodiversity conservation initiatives, civil society activities, and relevant policy developments in Kazakhstan.
• Share information with Kazakhstan-based stakeholders about CEPF activities and opportunities.
• Participate in regional coordination meetings and exchanges organized by the RIT.

Expected Outputs
The consultant is expected to contribute to the following outputs:
• Updated mapping of key biodiversity conservation stakeholders and civil society organizations in Kazakhstan.
• Outreach to potential applicants during CEPF calls for proposals.
• Inputs to proposal review processes for Kazakhstan-based applications.
• Field visit reports and updates on project implementation progress.
• Collection of communications materials (photos, short stories, project updates).
• Periodic updates to the RIT on conservation initiatives and relevant developments in Kazakhstan.

Required Qualifications and Experience
• Advanced degree in environmental sciences, biodiversity conservation, natural resource management, sustainable development, or a related field.
• At least 5 years of relevant professional experience in biodiversity conservation, environmental management, or civil society engagement.
• Demonstrated experience working with environmental NGOs, research institutions, or community-based conservation initiatives in Kazakhstan.
• Good knowledge of biodiversity conservation priorities, protected area systems, and environmental governance in Kazakhstan.
• Experience working with international donor-funded projects or grant-making programmes is an asset.
• Strong communication, facilitation and networking skills.
• Fluency in Russian and Kazakh; working knowledge of English is an asset.

• Report any major implementation risks or issues to the RIT Team Leader.
